So they're actually top 15 rather than top 10 in ARWU rankings. Rutgers, Maryland, Colorado, and Utah are in their respective conferences based on the academic factors weighted in ARWU.
With UCSD the PAC would have 5 top 20 ARWU schools; the rest of FBS would have 0. That's the branding the PAC wants.
I don't think it matters whatsoever if UCSD sucks at sports. PAC membership would automatically catapult them ahead of SDSU, SJSU, and Fresno. They also have a wealthier alumni base to support growth.
It might even work better to just go to 14 with UCSD and Texas. UCLA and USC would just have to alternate divisions every few years. Utah would play more SoCal games in this scenario than currently. I think the money and recruiting access to Texas would be a big deal.
